Blind Cafe Black Out Plan

The Blind Cafe’s trained Darkness Staff, will seal out ALL light in the room for the event.

  • A darkness structure will be build between the lighted lobby and the dark dining area to make sure no light enters at the guests are lead to their tables.
  • Blue painters tape is used on all surfaces of the event space to protect the walls. Duct tape will then be applied to the blue tapes to hold our special blackout fabric to keep out the light on all windows, doorways and miscellaneous light such as led blinkers etc.
  • The Darkness structure and setup must remain set up the duration of the event days. Some fabric may be removed temporarily for access in and out of the space and must be approved by the Master of Darkness & the Event Coordinator.

Fire / Safety Plan

The Blind Cafe has met with the Administration of Fire Safety Division in Boulder CO to implement a fire safety plan for our events. Under direction of Chief Fire Marshal, Dave Lowrey, The Blind Cafe must adhere to  the following requirements:

  • The event space must have at least two exit doors clear with no obstruction of tables up to 4 feet from the exit doors. These doors can be sealed from light but must only be sealed from the outside allowing the exit doors to easily be opened from the inside in case of an emergency.
  • The exit signs must have easily 'removable fabric covers' so they can be immediately removed in case of an emergency. The covers must be easily removable with a simple pull of a string or fabric and be accessible by the Safety Staff member assigned to it.
  • The Blind Cafe must have at least one trained staff member by the lights at all times during the darkness part of the event to immediately turn on the lights and remove the exit sign covers in case of an emergency.
  • The Blind Cafe key staff must have flash lights on hand at all times, during the darkness duration of the event to assist in any emergencies that require immediate light.
  • In the case of an emergency, the Safety Staff Member will turn lights on immediately, uncover the exit signs and the venue's mandatory emergency procedures will apply.
  • The Blind Cafe will have a first aid kit on hand at all times stored in the lobby supplies box.

From the 'International Fire Code'

Section 1006 MEANS OF EGRESS ILLUMINATIONS " - This section tells us the minimum light level at all times.

  • [B] 1006.1 Illumination Required. The means of egress, including the exit discharge, shall be illuminated at all times the building space served by the means of egress is occupied.
  • [B] 1006.2 illumination Level. The means of egress illumination level shall not be less than 1 footcandle ( 11 lux ) at the walking surface.  "This tells us the minimum light levels required at all times." EXCEPTION: For auditoriums, theaters, concert or opera halls and similar assembly occupancies, illumination at the walking surface is permitted to be reduced during performances to not less than 0.2 footcandle ( 2.15 lux ) provided that the required illumination is automatically restored upon activation of a premises' fire alarm system where such system is provided.
  • [B] 1006.3 Emergency power for illumination. " Frog Eyes " The power supply for means of egress illumination shall normally be provided by the premises electrical supply.
  • [B] 1006.3.1 Illumination level under emergency power. " Emergency lighting facilities shall be arranged to provide initial illumination that is at least an average of 1 foot candle  ( 11 lux ) measured along the path of egress at the floor level.

SECTION 1011 EXIT SIGNS

  • [B] 1011.1 Where required. Exits and exit access doors shall be marked by an approved exit sign readily from any direction of egress travel. The path of egress travel to exits and within exits share be marked  by readily  visible exit signs to clearly indicate the direction of egress travel in cases where the exit or the path of egress travel is not immediately visible to the occupants.

EXCEPTION: We are asking for our special event to cover the exit signs but here is how we are going to work that. We have a fabric cover that's easily popped right off and is then light in an emergency by our staff that we have at each of the signs during the duration of the event. These are not disabled staff. We have someone by the light at all times.

This is a special event, an hour and one half, the lights go out. we have trained staff to help with exiting if exiting needed to occur exit signs will be cleared if they are internally illuminated. If not internally illuminated, we have the lights turned on in case of an emergency. We don't want to go from complete darkness to light, so all our staff have flashlight and a will turn on one of the many lights in the room to ease people's eyes to adjust.

Blockage of windows.

There is nothing in the code that says if we cover windows unless it's an emergency exit window. Emergency exit windows are usually only on residencies.

Exceptions: 

  1. Exit signs are not required in rooms or area that require only one exit or exit access.
  2. Main exterior exit doors or gates that are obviously  and clearly identifiable as exits, need not have exit signs where approved  by the fire code official

 

Liability Insurance :

Upon request of Venue, The Blind Cafe will purchase Special Event Insurance under our Insurance Broker R.V. Nuccio & Associates Insurance Brokers Inc. for the duration of the event.
